Can we see a partial solar eclipse with naked eye, if it happens during sunrise/sunset?

In South India, we have a partial solar eclipse on july 22nd in which the obscuration is around 60%. It happens from around 6:00AM to 7:17AM. Can we see it with naked eye because it happens in the early morning hours?

We can see sunrise/sunset with naked eye without damaging our eyes. So, can we see a solar eclipse happening during sunrise/sunset?

Here are the accurate timings of the eclipse. The sun rises at 5:52AM and the eclipse begins at 5:52AM(what a coincidence!).
So, can I see the eclipse with naked eye for atleast 3 to 5 minutes i.e. upto 5:57AM? If not, upto what time after 5:52AM can I see the eclipse with naked eye?
